"Street improvement" means any improvement or portion thereof, which the city is authorized by law to make in, upon, along, across, under or over any street, and any instrumentality used or useful in connection with the use thereof for travel or in connection with the construction, erection, maintenance, or repair thereof, including a torch, red light, lantern, or barrier.
