"Street" means public street, lane, alley, court, easement, right of way or other public place in the city, as they now exist or may hereafter be established, or any portion thereof, including all or part of any highway, right of way or easement, whether or not such entire area as used for highway purposes, excepting any easement or right of way vested in the city for a specified single utility purpose only.
