A barricade, torch, or light when placed upon, along or across a street by any person placing personal property lawfully in, upon, along, under or over such street to protect the public, such property or any work done in connection therewith, or by any officer or employee of this city in the course of his employment, shall not be considered an obstruction within the meaning of the foregoing definition.
