It is the intention of the council in adopting the ordinance codified in this division to require all departments of the city using or occupying the streets of the city, to comply with the provisions hereof except that such departments shall not pay the engineer any deposit before securing permit and such department shall not pay any permit fee or any general or special deposits as herein provided.
