No person shall operate any vehicle or cause or permit any vehicle operated or controlled by him to park or stand on any lands or premises within the city without having written permission from the owner of such lands or his agent, or the person in lawful possession thereof; provided, however, that this section shall not be applicable to persons having visible or lawful business with said owner, agent or person in lawful possession.
