Notwithstanding any other provision of this chapter, the City Council may sell without recourse to sealed bid or auction surplus personal property to public agencies and nonprofit organizations as may be determined by the City Council, or donate surplus personal property to public agencies and nonprofit organizations upon a finding by the City Council that such donation serves a public purpose of the City.
