Parking control officers and all city police officers are authorized to give the notice required by sections 41102 and 41103(1) of the Vehicle Code of the state of California of violation of any provision of the Vehicle Code governing the standing or parking of a vehicle, or any provision of any title enacted by the city governing the standing or parking of a vehicle or relating to municipal parking lots or structures.
