Whenever, by this title or any other resolution of this city, any parking time limit is imposed or public parking is prohibited on any municipal parking facility, it shall be the duty of the city traffic engineer to place, or cause to be placed appropriate signs or marking giving notice thereof, and no such regulations shall be effective unless the signs or markings are installed and in place at the time of any alleged offense.
