In any municipal parking facility, no person shall drive a vehicle at a speed greater than ten (10) miles per hour or at a speed greater than is reasonable and prudent, having due regard for the weather, visibility, the traffic, the surface and width of the driveway or aisle, and in no event at a speed which endangers the safety of persons or property.
