Pursuant to sections 21101, 21352, 21354 and 21355 of the Vehicle Code, the city council may determine upon the basis of a traffic engineering investigation by resolution that it is necessary to designate any highway as a through highway and to require that all vehicles stop before entering or crossing the same or to designate any intersection as a stop intersection and to require all vehicles to stop at one or more entrances to such intersection when signs are erected as provided in the Vehicle Code.
