"Official traffic control signals" means any device, whether manually, electrically, or mechanically operated by which traffic is alternately directed to stop and proceed, and which may be equipped with a flashing feature which when operated discontinues normal signal operation and causes the flashing of any predetermined combination of signal lights, and which is erected by authority of a public body or official having jurisdiction.
