Within the meaning of this title, "holidays" are every Sunday, January 1, February 12, February 22, May 30, July 4, the first Monday in September, September 9, October 12, November 11, December 25, Thanksgiving Day, state and city election days, and all holidays as designated in California Government Code and any day proclaimed a holiday by the president of the United States or the governor of California.
