Whenever the director finds that a "nuisance", as defined in this chapter, exists on any property located within the city, the director shall, except in the case of an immediate hazard, notify the property owner on which the nuisance is located and direct that it be abated. The notification shall detail the violations and establish a reasonable abatement period or schedule which shall be at least ten (10) days for nuisances that do not involve a substandard or dangerous building. When the nuisance involves a substandard or dangerous building, the reasonable abatement period shall be at least thirty (30) days. In addition, when the nuisance involves a substandard or dangerous building, the notice shall also be sent by registered or certified mail to any mortgagees or beneficiaries of deeds of trust on the property. When the nuisance conditions cause a building to be untenable, tenants of each unit shall be given notice by posting of a notice on each rental unit or by sending each tenant or resident a copy of the notice by first class mail.
