The city's finance director, or the director's designee, shall, upon receiving payment of the proper fee and the display of the certificate required in section 6.04.150 of this chapter, make the official record of the dog and the fee paid and issue the official license tag. The records and files of dog licenses shall be maintained in such a manner that the address of the recorded owner, custodian, or person having possession of the dog may be readily ascertained.
