The city may regulate the operations of tow truck operators participating in the city's rotational tow program by making reasonable orders respecting character, extent, quality and standards of service governing tow truck operators and storage garage operating procedures, fixing rates of operations, and making such other rules and regulations as may be reasonably necessary to facilitate tow services rendered to the public, including the establishment of emergency standby lists of tow companies.
