It is unlawful for any solicitor, peddler, or itinerant salesman to commence or carry on any lawful solicitation or peddling in the city without first having procured a certificate of registration from the chief of police of the city of Redlands and complying with the applicable provisions contained in chapters 5.04 and 5.08 of this title pertaining to this particular activity within the city.
