The filing by the licensee of the performance bond herein provided for shall be deemed to be the acceptance of the permit by such licensee; and by such acceptance such licensee shall become obligated to render service contemplated by the provisions of the permit for the term thereof but subject nevertheless, to all the covenants, conditions, restrictions and limitations elsewhere contained herein.
