Every person, firm or corporation operating under a license issued under this chapter shall maintain or have available at all hours a serviceman or agency available to respond to emergency service calls at all hours of every day, and which serviceman or agency shall render such emergency service at all hours of the day if requested to do so by any member of the police or fire department or other authorized city officials.
