No person, firm or corporation shall engage in the business of installing, monitoring, maintaining, repairing, altering, replacing, or moving in or on any building, place or premises abutting on or adjacent to a public street, alley or way, any device commonly known as a burglar alarm, fire alarm, holdup alarm or similar protective device or system without first having obtained from the city's finance director, or the director's designee, a license to do so.
