For every person, firm or corporation selling or soliciting orders for the sale of sewing machines, sewing machine attachments, or accessories, from an established place of business within the city, the license shall be based on the gross business of the last twelve (12) months, and at the proper rate as set forth in section 5.08.020 of this chapter.
