For every agent, canvasser, hawker or peddler or other person, other than a licensed merchant doing business in the city, not otherwise herein provided for, selling commodities, or any other articles in the city, by samples or otherwise, unless such person shall have the legal right to solicit and sell such articles by samples or otherwise under the interstate commerce law, or any other law of the national government, the license shall be four dollars ($4.00) per day.
