If the group of attractions as mentioned herein is owned or conducted by any one person, or if any one or more of the group of attractions, as mentioned herein, is owned by different persons exhibiting or showing the attraction at the same time, in each instance the group of attractions, shall for the purpose of this chapter and chapter 5.04 of this title, be considered a carnival.
