Every person, firm or corporation conducting, managing or carrying on the business of selling or offering for sale, bread, pastries, food products, or any other goods, wares, or merchandise by wagon, truck, vehicle, tray, or basket and not licensed under any section of this chapter and chapter 5.04 of this title, for each such wagon, truck, vehicle, tray or basket, the license shall be twelve dollars ($12.00) semiannually.
