For every person, firm or corporation conducting, managing, or carrying on the business of electric wiring, engaged in the business of installing electric wires or electric lighting, heating fixtures or refrigeration, or similar construction activity, or constituting a master electrician within the meaning of the electric code of the city, bidding or submitting a bid for any electrical work, the license shall be twenty five dollars ($25.00) semiannually.
