For every person, firm or corporation conducting, managing or carrying on the business of constructing, repairing, altering, or adding to any houses, buildings, or structures, or maintaining the general supervision of the construction of any houses, buildings or structures, or is licensed by the state as a general contractor or general engineering contractor, the license shall be fifty dollars ($50.00) semiannually.
