A. The committee shall annually elect a chairperson and a vice chairperson and there is no prohibition to the number of terms a member may serve in either capacity. The committee shall keep records of all of its proceedings and actions. All meetings of the committee shall be publicly noticed and held in accordance with law. Four (4) members of the committee shall constitute a quorum.
B. The city manager, or his or her designee, shall provide the committee with technical assistance and shall provide administrative assistance in support of its purpose and sufficient resources to publicize the conclusions of the committee, including any periodic reports to the city council.
