If any article, section, sentence, clause or phrase of this chapter or chapter 5.04 of this title is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portion of this chapter or chapter 5.04 of this title; and in the event that any license fee or classification shall be discriminatory, unreasonable, or prohibitory, and invalid, then in that event that license fee for such business or classification thereof shall be the sum of twenty four dollars ($24.00).
