In no case shall any error made by the city's finance director, or the director's designee, in preparing a license or stating the amount of the fee therefor, or determining the proper classification hereunder, prejudice the collection of the proper license fee by the city; nor shall the issuance of any license authorize the carrying on of any business, trade, or occupation in any zone or location contrary to the provisions of the zoning ordinance.
