In addition to all other powers conferred upon him, the city's finance director, or the director's designee shall have the power, for good cause shown, to extend the time for filing any required statement and the time for payment of the license tax for a period of not exceeding thirty (30) days, and in such case to waive any penalty that would otherwise have accrued; and shall have the further power with the consent of the city council to compromise any claims as to the amount of license tax due.
