There is established the Solid Waste Fund to provide for administration, operation and maintenance of the Redlands solid waste collection and disposal system and its capacity to serve existing users. All interest on the cash balance of the fund shall accrue to the Solid Waste Fund. The following rules shall apply:
A. All service charges and all miscellaneous charges not otherwise designated shall be credited to the Solid Waste Fund.
B. Established within the Solid Waste Fund is a reserve for capital. The reserve for capital shall be in addition to annual capital replacement budget, to establish a fund for capital expenditures necessary due to unforeseen or unusual capital costs in any year, necessary to maintain the existing system and its capacity.
