If development is carried out in progressive stages, each stage shall be so planned that it shall be in conformity with the approved final development plan and all requirements set forth in the approval. The intent of the planned residential development provisions shall be fully complied with at the completion of any stage, and each stage shall provide required open spaces to serve the residents in that stage.
