The committee shall consist of seven (7) members, appointed by the mayor and approved by the city council, who shall each serve for a two (2) year term and until his or her successor is appointed. No person shall serve more than two (2) consecutive terms unless appointed to an additional term by a four-fifths (4/5) vote of the city council. Vacancies of the committee shall be filled in the same manner as the committee members are appointed. Appointments made to fill an unexpired term will constitute a full term if more than one-half (1/2) of a term remains. For example, if a term is two (2) years and an appointment for an unexpired term is for one year or more, this appointment constitutes a full term. The committee members shall be customers of the city of Redlands' water or wastewater system and neither elected officials nor employees of the city.
