Notwithstanding the provisions of any other section of this chapter, if the city council takes action in closed session relating to a real property transaction or the settlement of litigation, and final approval of such real property transaction rests with some other party, or in the case of litigation, with another party or with the court, then as soon as the matter becomes final the city council shall publicly disclose the same, and the vote or abstention of each council member thereon, at the city council's next regularly scheduled meeting.
