If any person shall violate any of the provisions of this chapter, or fail to comply with any of the mandatory requirements of this chapter, such person shall be guilty of an infraction. Any person convicted of an infraction shall be punishable by: a) a fine of not more than one hundred dollars ($100.00) for a first violation; b) a fine not exceeding two hundred dollars ($200.00) for a second violation of this chapter within one year; and c) a fine not exceeding five hundred dollars ($500.00) for each additional violation of this chapter within one year. Each such person shall be deemed guilty of a separate offense for every day during such portion of which any violation of this chapter is committed, continued or permitted by such person, and shall be punishable therefor as provided by this chapter.
