The City of Reading finds that the development of cable television and communications systems has the potential of having great benefit and impact upon the people of the City of Reading. It is the intent of this chapter to establish regulatory powers to be vested in the City, consistent with the Cable Communications Policy Act of 1984, to regulate cable to the extent necessary to achieve the purpose of the Act, protect the public safety, health and welfare of the citizens of Reading. Such regulation shall not exceed that permitted by the Cable Communications Policy Act of 1984 and federal and state law. The City recognizes that the grantee is engaged in the business of cable broadcasting, which business involves the free expression of ideas and thoughts and has been recognized by substantial existing case law to be protected by the Pennsylvania and United States Constitutions.
