A. The Human Resources Director or his/her designee, in consultation with the department director, shall prepare a position description and recruitment plan that includes internal and external advertisement plus alternative strategies should the advertisements fail to produce a viable candidate. Such position descriptions should include:
(1) Position title and description (including duties and responsibilities).
(2) Minimum qualifications.
(3) Department location.
(4) City residency.
(5) Equal Opportunity/Affirmative Action Employer.
(6) Application deadline and where applications are directed.
B. All positions will be posted internally at all work sites for one week prior to an external advertisement. The selection can be made at this time.
C. External position advertisements shall be through the local newspapers and any other acceptable and appropriate methods of advertising position openings such as the notification of minority and women's organizations, regional and national advertising professional journals, in order to attract qualified diverse candidates.
D. Should Subsections B and C above fail to produce a viable candidate, the Human Resources Department or his/her designee, in consultation with the department director, shall activate alternative recruitment methods.
