In accordance with Title 35, Health and Safety, Chapter 13A, Fireworks and Explosives,1 the Fire Marshal, within his/her discretion, may authorize and grant special permission for supervised public display of fireworks by a competent operator, in accordance with this code. The operator shall be required to obtain a certificate of fitness and provide proof of insurance or post a bond with the City Clerk in a sum of not less than $1,000,000 conditioned for the payment of all damages which may be caused either to a person or persons, or to property by reason of the licensed display and arising from any acts of such operator, his agents, employees or subcontractors.
