§ 508-114. Waivers of notice and hearing.
The Council may, without notice or hearing, levy and assess the whole or any part of the cost of any public works improvement as a special assessment upon the property benefitted whenever notice and hearing is waived in writing by all property owners affected by such a special assessment.
