A. It shall be the responsibility of the owner/operator of every property in the City of Reading to:
(1) Ensure its compliance with the requirements of this Part including, but not limited to, notifying any and all occupants of the requirements hereof and ensuring their compliance herewith;
(2) Ensure that the property is entered into a contract/agreement with a licensed hauler for the collection of solid waste and recycling or that the property's solid waste and recycling is collected through the City of Reading municipal collection program.
(3) Permanently post and maintain in each unit, in at least English and Spanish, up to date information covering the solid waste and recycling rules and regulations. Alternatively, owners/operators can supply this information to tenants with a lease agreement. This material is available by visiting Public Works or the Citizens Service Center, accessing the Public Works section of the City's website (www.ReadingPa.gov), or contacting the City.
B. Location and hours of collection.
(1) Residential municipal waste and designated recyclable materials collection will be restricted to occurring a certain day, within designated areas of the City, as directed by the Public Works Director, or his/her designee.
(2) All solid waste and designated recyclable materials shall be collected between the hours of 6:30 a.m. and 8:00 p.m., Monday through Friday; 6:30 a.m. and 11:30 a.m. on Saturdays. No collection shall be permitted on Sundays.
(3) No licensed hauler shall collect solid waste and/or designated recyclable materials between the hours of 7:30 a.m. to 9:00 a.m. and again between the hours of 4:00 p.m. and 5:30 p.m. on the following streets:
(a) Schuylkill Avenue;
(b) Fourth Street south of Buttonwood Street;
(c) Fifth Street south of Buttonwood Street;
(d) Perkiomen Avenue;
(e) Buttonwood Street;
(f) Washington Street;
(g) Walnut Street;
(h) Penn Street;
(i) Franklin Street;
(j) Mineral Spring Road.
(4) The Public Works Director, or his/her designee, may temporarily alter these collection hours in response to current or predicted severe weather or other hazardous conditions such as, but not limited to, extreme heat, snow, flooding, and public health risks.
C. Burning. No person shall ignite, cause, feed, permit or maintain any fire for the destruction of solid waste and/or designated recyclable materials on or in any property or structure under his control without first having obtained a permit from the Pennsylvania Department of Environmental Protection.
