A. There is hereby imposed upon the owner of each unit that, pursuant to § 496-207, participates in the City's municipal collection program, an annual fee, contained in the City Code Chapter 212, for the collection, transport, and disposal of residential municipal waste; the collection, transport, and processing/marketing of designated recyclable materials; and related services.
B. The Director of Public Works shall submit an annual report by October 1 to City Council detailing projected expenses and revenues for the upcoming year and recommend a service fee to cover the costs associated with municipal collection program to the extent that the costs cannot be covered by grants, marketing of materials, and program self-sufficiency.
C. Senior Discount. All residents of the City of Reading who are sixty five (65) years of age or over shall be eligible for a discount of this fee on their principal place of residence, in the amount of 50% of this fee, provided that:
(1) Such residence is a single family dwelling, owned and occupied by the claimant.
(2) A request for senior discount shall be filed with the Department of Public Works on such form as is provided by the Department for such purpose.
(3) The total household income does not exceed the median household income for the City of Reading as listed in the most recent five-year census estimate.
(4) The Department of Public Works may require such evidence or information as it deems necessary or appropriate in determining eligibility for exoneration in accordance with this section.
(5) Any information gained by any official, agent or employee of the City, as a result of any claim, investigations, or hearings required or authorized by this Part shall be confidential and shall not be disclosed to any person except for official use in connection with the administration or enforcement of this ordinance or as otherwise provided by law.
(6) False or untrue statements made in an application for a senior discount shall be a violation of this Part and may be subject to the penalties for violation of this Part as further set forth herein.
