A. The City of Reading, Pennsylvania is authorized to inspect a dwelling, upon reasonable notice given to the owner and/or occupant of the dwelling, and upon display of proper identification, to determine compliance with this chapter.
B. After reasonable notice, every occupant of a dwelling shall grant to the owner thereof or his agent or employee or any person with whom the City of Reading, Pennsylvania, has contracted, free access to it at all reasonable times for the purpose of effecting compliance with this chapter and with any notice or order issued under this chapter.
C. Except as provided in Section 328-104C.(1), all lead inspections conducted by the City of Reading shall be at the owner's expense including the initial inspection and the clearance inspection.
(1) Lead inspections conducted by the City of Reading pursuant to a state and/or federal lead hazard control grant, administered by the City of Reading, shall be at the expense of the City of Reading as outlined by the terms of the relevant grant.
D. Inspection. If the owner or representative of the owner cannot be available at the scheduled time, said owner or representative shall provide no less than twenty-four-hour written notice to the City of Reading. Upon failure to give such written notice or upon failure by the City of Reading to gain entry, an administrative fee as set forth in Subsection E shall be assessed against the owner.
E. Schedule of fees. Fees for the following shall be as set by ordinance; see Chapter 212, Fees.1
(1) Initial inspection.
(2) First inspection extension.
(3) Each subsequent inspection extension.
(4) Administrative fee for no show.
F. Collections. All bills or accounts governed by this chapter which are not paid by May 1 of each year or within 60 days of billing shall be turned over to a collection agency.
G. Clearance examination. Any lead abatement activity conducted and documented by a lead-based paint risk assessor following lead-based paint hazard reduction activities to determine that the lead hazard reduction activities are complete are to adhere to all relevant Federal Environmental Protection Agency protocols, standards, and guidelines prior to the issuance of a certificate of habitability or certificate of occupancy.
