Financial considerations may be taken into account in the review of an application for a certificate of appropriateness for certain repairs or alterations. The applicant must submit the following information:
A. An estimate of the costs for the proposed work as well as an estimate of any additional cost that may be incurred to comply with the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings.
B. Evidence that there are no other cost-effective methods of appropriate repair or alteration.
C. Any other financial information as may be requested by the Board.
