The term of office, election and the qualifications and eligibility and the filling of vacancies for the Mayor shall be as provided in the Charter.
As part of the process to qualify to take office, a Mayor, newly elected or commencing a new term, must take and subscribe to the oath of office pursuant to 53 Pa. C.S. § 1141 (relating to form of oaths of office) within 14 days of the date of the first Monday in January after the election. Failure to take the oath of office within 14 days of the first Monday in January after the election shall result in ineligibility to qualify to take office and cause the seat to be declared vacant and filled by Council in accordance with Charter Section 304 Vacancy. Any person appointed to fill a vacancy and succeed the term of the current Mayor, shall take and subscribe to the oath of office within 14 days of the appointment.
In addition, no Mayor, whether elected or appointed, shall have the use of a City-owned or leased vehicle, or a City-owned gas card. All expenses associated with required travel for official business, shall be reimbursed to the Council member via the Standard Mileage Rate set by the Internal Revenue Service (IRS) and/or reimbursed by following § 5-809 Purchasing Policy and Procedure, Section 12 Petty Cash procedures.
