Washracks, motor vehicle laundries, or laundromats for the laundering of clothing as hereinafter defined shall not be open or operated between the hours of 10:00 p.m. and 7:00 a.m. unless the owner or operator thereof or such owner’s or operator’s agent is personally present on the premises during said hours.
