(A) It shall be unlawful for any person, employee of the city, or other person to smoke in any facility or vehicle which is owned by the city.
(B) To smoke, or smoking, means the lighting of any cigarette, cigar, pipe or other smoking material, or the possession of any lighted cigarette, cigar, pipe or other smoking material, regardless of its composition.
(C) Any person who smokes in a public facility owned by the city or in a vehicle owned by the city, shall be guilty of an offense and upon conviction shall be fined in any sum not exceeding $500.
