(A) It shall be unlawful for any person to park or leave standing upon the residential streets or alleys of the city any truck, trailer, or semi-trailer, except for the purpose of loading or unloading. The provisions of this section shall not apply to trucks or trailers being used in connection with building, repair, service, or moving operations.
(B) Definitions. As used in this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.
LOADING AND UNLOADING.
The act of delivering or collecting goods, wares merchandise, or materials for a period of time no longer than is necessary for the expeditious delivery or collecting of goods, wares, merchandise or materials, however in no event shall this exceed two hours.
RESIDENTIAL STREET OR ALLEY.
Any street, alley, public right-of-way or public property lying adjacent to property classified by ordinance of the city for residential purposes.
SEMI-TRAILER.
Every vehicle without motive power designed for carrying persons or property and for being drawn by a motor vehicle and so constricted that some part of its weight and that of its load rest upon or is carried by the towing vehicle.
TRAILER.
Includes every vehicle without motor power carrying persons or property and being pulled by a motor vehicle and so constructed that no part of its weight rest upon the towing vehicle.
TRUCK.
A motor vehicle having a rated gross vehicle weight of 20,001 pounds or more, equipped or used for the transportation of property.
(C) Penalty. Any person violating the provisions of this section shall, upon conviction, be deemed guilty of an infraction for each day such motor vehicle remains unlawfully parked and shall be fined in a sum not to exceed $100 for each offense, and subject to any other penalty as provided by law.
