This chapter shall apply to all lands within the jurisdiction of the city identified on the Flood Insurance Rate Map (FIRM), effective on November 26, 2010, as numbered an unnumbered A Zone and/or within the Overlay Districts FP and FW established in this chapter. In all areas covered by this chapter, no development shall be permitted except under a permit to develop granted by the City Council or its duly designated representative under such safeguards and restrictions as the City Council may reasonably impose for the promotion and maintenance of the general welfare and health of the inhabitants of the community as contained in the City Code.
