(A) The Comprehensive Plan of the city, as originally stated, together with all amendments thereto and modifications thereof, is hereby adopted, ratified and restated in its entirety as if set forth in full.
(B) A copy of the plan, in its entirety, shall be on file in the office of the City Clerk/Treasurer for examination by the public at all times during the regular business hours of such office.
