The Mayor and City Council are hereby authorized to grant an exclusive franchise for the operation of a community television system, pursuant to Neb. RS 18-2201 through 18-2206, and as may be hereinafter amended. The Mayor and City Council may further grant to a franchisee the right, privilege and franchise to erect, construct, operate and maintain in, upon, along, across, above, over and under the streets, alleys, and public ways now laid out or dedicated and all extensions and additions thereto in the city for the placement of poles, wires, cables, underground conduits, manholes, and other television conductors and fixtures necessary for the maintenance and operation of a community antenna television system for the interception, sale, transmission and distribution of television programs and other audio visual electrical signals and the right to transmit the same to the inhabitants of the city on such terms and conditions as may be set forth in a franchise agreement.
