§ 95.37  UNCOLLARED DOGS OR CATS.
   All dogs or cats found running at large upon the streets and public ground of the municipality without a collar or harness are hereby declared a public nuisance. Uncollared dogs and cats found running at large shall be destroyed or impounded by the person so designated by the City Council.
